This toolkit contributes to a growing body of policy research on how direct cash transfer (DCT) interventions interact within—and ultimately help to improve—a broader system of care for youth and families. While this toolkit primarily focuses on young adults experiencing homelessness or housing instability, the analysis and recommendations can also inform broader DCT initiatives for other populations who depend on means-tested programs or public benefits.
