The Clients with Explicit Consent Only report generates a list of active clients who only have an Explicit consent record in HIFIS. Clients who only have an Explicit consent record in HIFIS will not appear on the Unique Identifier List generated in the Coordinated Access module, so this report will assist HIFIS Leads and Administrators in conducting data quality checks and ensuring that the correct consent records are being created and updated in HIFIS. Communities can use this report to:

• Identify clients who only have Explicit consent records;
• Monitor the data quality of consent records to confirm that consent records are being created and updated in HIFIS accurately;
• Ensure the comprehensiveness of the Unique Identifier List generated in the Coordinated Access module by verifying that users are recording the correct consent records for clients seeking Coordinated Access resources; and,
• Follow up with clients who may have initially declined to be a part of Coordinated Access to see if they are now interested.
