Community Encampment Response Plans: Unsheltered Homelessness and Encampments Initiative
Launched in September 2024, the Unsheltered Homelessness and Encampments Initiative (UHEI) provides $250 million over two years, starting in 2024-2025, to address the urgent issue of encampments and unsheltered homelessness. This funding will help communities facing most pressures to open more shelter spaces, transitional homes and services to help people experiencing unsheltered homelessness and living in encampments find more stable housing solutions.
This initiative is mainly administered in collaboration with Provinces and Territories under bilateral contribution agreements. In Ontario and Saskatchewan, funding flows through direct agreements between the Housing, Infrastructure and Communities (HICC) and municipal governments.
In all cases, Community Encampment Response Plans were developed to respond to the unique experiences of those affected by unsheltered homelessness and encampments, through approaches that promote housing stability with support services to ensure the dignity of individuals.
