The Homeless Individuals and Families Information System (HIFIS)
The Homeless Individuals and Families Information System (HIFIS) is a web-enabled Homelessness Management Information System (HMIS) that can provide communities with the information they need to further their efforts with addressing homelessness. It allows multiple service providers from the same geographic area to implement coordinated access using real-time information about people experiencing homelessness and the resources they need to find and keep a home. HIFIS also allows communities to document client-level service transactions and plans across a broad range of service providers, including shelters, street outreach, housing help centres, and more intensive case management programs like supportive housing. This provides the right tools to support the integrated service environment needed to mobilize a more systems-based approach to prevent and reduce homelessness across Canada.
Engaging communities on implementing HIFIS and supporting ongoing data management is a significant undertaking. Strategies and project planning are essentials aspects of any successful implementation. It also requires the collaboration of service providers, front line users, and clients to leverage multidisciplinary team and create change.
To assist communities in the implementation and use of HIFIS, Employment and Social Development Canada has developed the HIFIS Toolkit composed of four guides:
1) The HIFIS Implementation Guide
2) The HIFIS Installation Guide
3) The HIFIS Configuration Guide
In the redesigned homelessness strategy, Reaching Home, all Designated Communities are required to have a coordinated access system in place. The Reaching Home – Coordinated Access resource provides guidance and detailed information on how to design, implement and operate Coordinated Access in communities across Canada. Resources on Coordinated Access such as the Reaching Home Coordinated Access Guide are available to support communities in their effort in preventing and reducing homelessness.
A series of resources on HIFIS including a collection of resources is available:
